Help with Loki's staff!

Konnichi-wa,
I have decided on going as Loki from Loki Ragnarok! :D
I have the basic idea of what I might do, but I can't figure out how to do the staff.  Does anyone have any ideas?  (I need more suggestions regarding the top of the staff, BTW)

Ooooh! Loki!!! *just watched some Loki today* You already have a fan! ^_^

Umm... wonderflex for the staff maybe? We used that for some stuff at SC '06 and it works wonders... you just need a heatgun. You mold plastic with it and its quite easy and safe. I think to make the curved part you would just start with something cresent shaped and mold the plastic around it. You can learn more about it on cosplay.com. (I'm not an expert myself) ^_^
