I wouldn't blame the FCC. Likely they could have easily slipped it by the censors if they wanted. But what more likely happened was the American producers said "This might have worked in Japan but it is not going to fly in America, people will create an uproar, and we don't want an uproar. Plus this is supposed to be a kids' show, which will make us look even worse in America," and the producers cut it. No censors involved, just a (reasonable) perception of the kind of negative reaction it would create from social conservatives.

I wonder what would have happened if that uproar occurred. Maybe people would take notice that the Japanese aren't so hung up about homosexuality and sex and that they're doing just fine anyway. A shame.
