Cosplay Help/Commission Too~

I was wondering how to make clothes for my OCs if it's not possible to commission it from someone.

If it was possible to commission, how much would it all cost? (not including the hair).
I totally wanted to do this OC for quite some time now and I need some help with it seeing how noob I am with clothes. xD
