It would go either as a default win to L, as Ash attacked a man without any Pokemon. Or it would go as a forfeit to Ash for L not having any Pokemon.

But if L had any Pokemon, it wouldn't take long for him to surpass Ash's abilities as a trainer, and then whupp his skinny behind.
