A commission is when you have someone else make all or a part of your costume. A lot of times people will comission things like wigs, staffs, weapons, or really difficult or unusual pieces that are beyond normal skill level.
Personally, I haven't comissioned anything because it gets really pricey really fast, so I'm not the person to ask for references... but I would cruise cosplay.com or post on different con forum in the sections specifically for people that are looking for comissions. Also, I know Katie Bair gets her wigs from

I don't know who Cheza is or what anime that is from, sorry, but maybe you could post a picture of her and list what specific parts of her costume you wanted to have comissioned?
