OK, *now* I've seen everything, and it wasn't even in an anime, but in a gloriously cheezy 70s martial arts flick called "Return of the Kung Fu Dragon." According to archive.org, this movie is OFF-COPYRIGHT, so you can download it or torrent it, and share the file freely and anonymously with your friends, and show it at cons with NO licensing needed.

The little servant ( actor Hsiao Wang 小王 ) sets up a trap and leads a couple of comically, cartoon-ly stupid pursuers into it. At the 1hr 4min 37sec mark watch for the whip-your-head PIGTAIL ATTACK.
