Is there anyone here that is experienced with sewing capes? I need to make Kamina's cape from Gurren Lagann! It is also has a stand up collar. I have the materials. Im located in Portland.

Due to moving I wouldn't be able to give physical advice, but I can give some tips.
You should probably double up the fabric on the cape, and like measure and cut a paper pattern before you cut or draw on the fabric. (Trust me you'll want this.) (This could be helpful, just like make the pattern longer and flail out toward the bottom as much as you need. http://www.youtube.com/watch?v=TYde6x2ex68 )
If you don't double it up I'd use this method to the edges to keep them from frilling or anything, but instead of folding the fabric over once you fold it, and fold it again. This prevents any frilling at the edges. (I'd do this even over the bottom, like where it's torn up, you can make it look torn up but keep it neat at the same time. C: ) ( http://www.youtube.com/watch?v=GdDysubNrdM )
Your basic pattern should look something like this http://dirk-prince-of-dicks.tumblr.com/post/58448288390 The fornt pieces should match up to the main piece of the cape on either side. and come around the neck in a way that works for you. I'd ask someone for help on putting interfacing in the collar if you can as well.
I would sew on the details of the cape, but if it becomes hard with the main gurren lagann skull you can always puffy paint the edges and fill it in with a regular acrylic paint. (JUST BE REALLY CAREFUL IF YOU USE THIS METHOOD.)
Also what days are you doing kamina? :>

That's actually quite simple if you can understand what to do.

If you want to make it 2 parts (collar and cape separate) than what you do is think how long you want the cape first, then cut it somewhat like this with the scoop being how big you want it around your neck, as well as the collar in the same way as pictured, and make sure the scoop and the bottom of the collar are the same length so it looks more uniform

Cut out 2 of the collar shape, then use stiff interfacing (whatever you feel is best, but get the fabric kind, not the walmart plastic crap). then iron it on, if you got the iron on kind, to one piece, then sew on the other side. Make sure the fabric is about 1cm or so bigger around the edges then the interfacing so the interfacing doesn't show. Then sew it together, where the outsides are touching (with the collar laying flat agains the cape as you can. I can't draw this, no idea how lol I think you get it though..There should be a seem that you can see on the inside..Isk how to explain it..

To do the cut up look on the bottom, what I did for my KH1 Cloud, I drew out with a black sharpie what design I wanted to start with, then cut it out kinda sloppy, then used a lighter to burn it.. BE CAREFULL doing this..

Considering it's Kamina and his collar stands up, you would want it made out of 2 pieces. It'd be easier. And lining at least the collar would be a great idea.
