Boot Cover Help?

Does anybody have good tutorials on how to make boot covers? For my Kosmos cosplay she wears thigh high boots almost, they are white but the back has black on them. This is my first time making any sort of boot covers, and alot of tutorial's seem pretty confusing, and I'm also wondering if I should get black heel boots and just make white boot covers, or vice versa. Here are some reference shot's of her boots. Any help is greatly appreciated.

I would say to find some black lace tights like that and make the white boot covers from this tutorial :
