Are panel submissions open?

I've seen a few topics in here marked "Submitted", but I've looked around the forums and the official Kumoricon website and haven't been able to find any mention of 2013 panel submissions being open. Are they? And if so, does anyone have a link to the page with the panel forms?

Panel submissions are open; the page you need is https://www.kumoricon.org/event-signup (the Panelist Application section).
