At first, I was confused on what day 0 was too. ^^;
Day 0 is the Friday before the con starts. Friday September 2nd. Its a day that some people get set in their hotels and hang out around the con space, waiting for the festivities to start!

If you have pre-registered you can pick up your badge day 0 and thus not have to wait in line while actual events are going on Day 1. There are also a bunch of parties day 0. Looks like there are two pre-con parties (one in Vancouver and one in Portland) as well as smaller personal parties. Lots of people cosplay and lost of people do a casual cosplay version of an outfit.

Anyone up for a day zero hotel swim jam? I wont be staying at the hotel cuz i live kinda close, but i hear its gonna be hella hot that weekend

Staff has not posted times yet. They will probably tell the times when the schedule is out.

For the pre-party you can find info here http://www.kumoricon.org/forums/index.php?topic=15788.0

I think you're correct on that.
My cosplay plans for 2022 (thus far): Vanir from Konosuba
My son's plans this year (thus far): Penguin Chiyo-chan from Azumanga Daioh

That is what they told me(reg staff) and if its anything like Sakuracon they'll start at 2 or 3 on day 0.  ;) Let us all have a most excellent con!!

I really liked where they had reg in 07 (the lobby of the Hilton) because you could go up on the second floor and just watch people reg (I really enjoy people watching and looking at the costumes, and walking up and down the reg line) but I think the garage will be better in the long run, although probably hotter. :/
