Slight forum re-organization

I've removed the "News and Current Events" forum, as it seemed redundant with the other categorized forum sections. Just about all the posts in there would fit neatly into one of the other forum sections. Also, I noticed that often, a "news" event would get two threads created by different people: One in the News section, and the other in the appropriate categorized forum area.

I have deleted no threads, but merely moved them into the appropriate forum area, so any old and current content is still available for viewing and searching.
2011 - 2013, 2016-2017: Secretary
2007 - 2017: Website Manager
2015: Assistant Secretary
2014: Chair
2007 - 2009: Director of Publicity
2006: Copy Editor, A/V Manager
