i was wondering, seeing how my birthday is Sept 5th, and the convention is on the 30th of Aug to Sept 1st, which means i'm only a couple days away from turning 18 years old. Will i still be able to get the Over 18 badge? because this is going to suck if i can't because all my friends had their birthday before/during the summer and I will be the only one stuck with the curfew.

The over 18 badge is pretty much a requirement for 'adult' panels and such. I believe there is no exception in the law, and thus, we can't make one either, even for such near border cases. Besides you'd still have to show actual ID to do any of those things.
(I may be wrong though I doubt it... since I didn't actually attend that part of the convention last year. This year, I shall have a room!)

You have to actually be over 18 to get an over 18 badge. That's kinda, you know, the point.
