I have a friend who wants to join Kumori con staff. Unfortunately it seems he has to work at noon on the date of the next meeting (The 14th) so is there a possible solution for that?

If he has already received approval from the director of the position it can be mailed in or scanned and emailed, provided that arrangements are made for payment.

If you're going to be at the meeting and he's already gotten approval from the director of that department, you can kill three birds with one stone if you can get him to give you his registration form and payment.
If he hasn't already gotten approval, then it gets considerably more tricky. It might still be possible, though, especially if he's already talked to a manager or above who's in the chain of command for his position.
If he hasn't talked to anyone yet... well, does he have to work past the end of the meeting? If not, there's a good chance that the director would still be there. No guarantee, but there's a good chance.

He hasn't talked to anyone yet. He expresses his interest to me only a short while back (after the last meeting) and I didn't realize that he would be busy this meeting until just today. Trying to figure something out but... *waves hands*

Even if things fall through on getting registered as staff, he's definitely welcome to work as a volunteer. There are always holes that need to be filled, and there's a good chance we can still find a way for him to work with his favorite department in some capacity.
But I'ill keep my fingers crossed that you manage to work something out. :)
