Kumoricon has had a Firearms in Anime panel a few times now;
if I do onw in 2009 I will try to keep improving it and come up with
more examples direct from anime. Maybe even collect selected
excerpts from epodes & scenes for us to view & comment...

Guns have a certain place in American culture, storytelling (movies, shows, etc...)
but since they are so regulated in Japan, access to them is a lot more rare. Thus, animation studios often rely on more extensive hearsay or imaginative extrapolation. We also bring in and compare manga in which firearms are depicted to comic or otherwise noteworthy effects.

The panel discusses how characters are using firearms in anime, what's new and different,
and also common tropes and cliches we find amusing or unusual, or entertainingly exaggerated.

Anybody want to bet that in the scene where this girl raises up the rifle, the studio added a sound effect of:
(a) the slide of a semiauto pistol being racked,
(b) a pump-action shotgun, or
(c) a bolt action rifle being cycled?

Though he's right about the basic points aka why those guns wouldn't be used in real life, that guy you linked is wrong on so many details and such a bad understanding of weapon use that its laughable.

Cool - since this site is not only about what we see firearms do (and not do) in anime, but how that's diffeent from what they do or not do in real life, please fill in whatever additional information or experience you have. From what I can tell, machine pistols are mechanically interesting but aren't that common in military or law enforcement. (True/False - what have you found?)
The text in the video doesn't comment on whether or not a story character or a real person would or would not choose to use an SMG - but rather: *if* somebody uses an SMG like the little MACs that Makina runs around with, that you should see a mag change after about a second and a half's worth of fire - in other words, the anime is playing the old 'infinite magazine' riff.
The fire rate of a MAC 11/9mm is supposed to be in the range of 1200rd/min.
That's why I think they're often seen in movies (they're fun and exciting to film) but to sustain
[a high rate of fire] times [a long duration of fire]
means hauling TENS of POUNDS of ammo to your next firefight, ne?
